The National Resource Center for Adoption (NRCA) revised its trainer's guide on complying with Title VI of the Civil Rights Act of 1964 and the Multiethnic Placement Act (MEPA) of 1994. The guide provides trainers with materials and training instructions related to provisions of Federal laws that prohibit discrimination against children, youth, and prospective families by child welfare agencies or other federally funded entities.

The module is designed for groups of 20–25 people and the format is informal and interactive. Trainers will find a materials section with detailed directions on what they should do during the training, team and individual activities, handouts, and specific points trainers should share with participants. Some of the competencies participants will gain by the end of the module include:

  • An awareness of their personal beliefs and values and how they may affect their work
  • An understanding of how MEPA and title VI impact recruitment and adoptive placements
  • How to ensure compliance with MEPA and title VI in their professional practice
  • How to help and support the families they serve in making informed decisions
