The Children's Bureau has published a notice of proposed rulemaking for implementing improvements in the Adoption and Foster Care Analysis and Reporting System (AFCARS). The changes will affect the reporting populations, data structure, elements, compliance determination, and penalty provisions. Public comments will be accepted until March 11.
