In order to best meet the different needs of children and youth in foster care, it is important for States, Tribes, and territories to recruit and retain foster, adoptive, and kinship families that reflect the diversity of children and youth in care. The National Resource Center for Diligent Recruitment (NRCDR) developed a tool to help guide diligent recruitment efforts and assist child welfare agencies create comprehensive diligent recruitment programs.

NRCDR's Diligent Recruitment Navigator is customizable and can be tailored to specific child welfare systems' needs. It offers suggestions for whom to include in planning discussions, provides discussion questions related to elements of comprehensive programs, and can help set up clear implementation goals and frameworks for tracking progress. While the navigator is particularly helpful for creating a diligent recruitment plan, it can also be a useful tool for other purposes, such as developing a work plan for grant activities or finding ways to infuse data-driven approaches in recruitment and retention efforts.
