May 2022Vol. 23, No. 4Data-Sharing Toolkit for Child Welfare and Medicaid Agencies

The Administration for Children and Families and Centers for Medicare and Medicaid Services within the U.S. Department of Health and Human Services published a technical guide to help title IV-E and Medicaid agencies share information more efficiently. Children and youth in foster care have higher rates of physical and behavioral health needs than their peers who are not in foster care. To better meet the complex needs of this vulnerable population, automated, bidirectional data sharing can help ensure youth get timely access to health services, which leads to better outcomes.

The guide provides information about the following:

  • Populations served by both agencies
  • Legal framework for sharing information
  • Opportunities and benefits of sharing data
  • Tips for overcoming challenges
  • Guidance for establishing partnerships and developing a strategic design for bidirectional data exchanges
  • Examples of successfully operating data exchanges administered by states and localities
  • Cost-allocation guidance
