Spotlight on National Foster Care Month

This month's issue of CBX highlights National Foster Care Month (NFCM) and its theme "Foster Care as a Support to Families, Not a Substitute for Parents." Read a message from Jerry Milner, Associate Commissioner of the Children's Bureau, and David Kelly, that underscores the importance of helping to strengthen the capacity of families through support and mentorship while their children are in out-of-home care.
