The National Child Welfare Resource Center on Legal and Judicial Issues (NRCLJI) has been working with the National Center for State Courts (NCSC) to propose measures that courts can use to assess well-being outcomes for children and youth in foster care. Some of the collaboration's early work focused on measures of education well-being outcomes and, more recently, the group released proposed measures of physical and emotional well-being outcomes.

In May, the NRCLJI and the NCSC held an interactive webcast to discuss the proposed measures. Gene Flango and Nora Sydow of the NCSC provided the introduction to the discussion. Panel members included Eva Klain, Director, Child and Adolescent Health at American Bar Association Center on Children and the Law; the Hon. Robert Hoffmann, Associate Judge, Child Protection Court of the Hill Country, Mason County, TX; and Sandra Moore, Administrator, Office of Children and Families in the Court, Pennsylvania. David Kelly of the Children's Bureau, U.S. Department of Health and Human Services, was the moderator.

An audience of judges, court improvement staff, court administrators, child welfare administrators, and medical and mental health practitioners participated in the discussion of the 18 proposed outcome measures for physical and emotional well-being. These measures included health screenings, mental health evaluations, preventive health care and immunizations, sibling placement and visitation, parent visitation, and transition planning for youth aging out of care.
